According to the author, in the part years, people are willing to make comments and opinions to build Party organizations, and Party members. Due to several reasons, one of which is the lack of mechanism and concrete and unified regulations, they have not yet had opportunities to contribute opinions, wisdom and initiatives to the Party. Though initial achievements have been made in Party building in implementation of the resolution of the fourth plenum of the Party Central Committee (11th Tenure), this is a long-lasting, difficult and complicated issue.

The article emphasized, achievements in Party building can not be sustainable when we have not yet involved people, when we have not yet developed mechanism and regulations to realize to view point “relying on the people to build the Party”. That is why in the coming time, it is necessary to create favorable conditions for the people to participate in the building of the strong, and clean Party, State and administration. The most important factor is to promote democracy in the Party.  Supervision and control organizations should exercise their real authority. Party organizations, administration, Party cadres and members should listen and respect people’s opinions. Besides, the Party should be transparent and accept debates.  The Party should abide by Constitution and legislation.

The author also made recommendations for effective contribution of the people in building of the Party and administration. Three documents should be developed and promulgated: First, oversight mechanism of the Viet Nam Fatherland Front and political-social organizations. Second, Mechanism on social criticism of the Viet Nam Fatherland Front and political-social organizations. Third, mechanism that allows the Viet Nam Fatherland Front and political-social organizations to participate in making opinions to build the Party and administration./.
